Description of Services: The Department of Information
Resources (DIR) requires the services of one Technical Writer, hereafter
referred to as Worker, who meets the general qualification of ITSAC Technical
Writer, Level 2, Core Technology Type and the specifications outlined in this
document for the Texas Department of State Health Services (DSHS).
All work products resulting from the project shall be considered "works made
for hire" and are the property of the DSHS. DSHS may include pre-selection
requirements that potential Vendors (and their Workers) submit to and satisfy
criminal background checks as authorized by the Texas law. DSHS will pay no fees
for interviews or discussions, which occur during the process of selecting a
Worker.
Worker shall assist WIC staff in composing, developing, editing, maintaining,
and organizing user and technical documents and provide project process
documentation related to the Electronic Benefits Transfer (EBT) smart card
project. The effort includes a review of existing documentation (minimal
available) and the identification and compilation of required documentation that
does not currently exist.
Specific tasks and activities will be assigned by the Project Manager, but
generally will include the following:
Collecting, organizing, compiling business/functional requirements
for as-is processes and to-be processes
Cataloguing, organizing, and maintaining project library
Researching and documenting product design, capabilities and
compatibility
Worker may be required to submit periodic progress reports of the work
performed along with the hours expended to Project Manager Progress reports may
consist of status reports, demonstrations of progress against project plans and
timelines, or other methods as required ensuring DSHS's scope of work is being
accomplished.
Skills and Qualifications (Minimum Requirements):
7 years experience in technical writing for a software product, including
business/functional requirements, technical specifications, and end-user
documentation
7 years experience gathering business process requirements and translating
into technical specifications by working with user groups or through individual
interviews
7 years experience standard writing and documentation tools, such as Adobe
Acrobat, Adobe FrameMaker, and Microsoft Office products
7 years extreme proficiency using Microsoft Word
7 years proficiency using Microsoft Project
Term of Service: Services are expected to start as soon as
possible and continue through approximate August 31, 2009. Total estimated
Worker hours shall not exceed 1600 hours. This service may be amended, renewed
and or cancelled by the customer at any time.
